Their Majesties to attend Diamond Jubilee of Her Majesty Queen Elizabeth II

5 May 2012  A Press Release from the Private Secretary to His Majesty, Mr. David Dunkley.

His Majesty King Tupou VI and Her Majesty Queen Nanasipauu departed Tonga on Saturday 5th May to attend special events in London, for Reigning Monarchs and Members of Royal Families from around the world, to mark the Diamond Jubilee of Her Majesty Queen Elizabeth II.

Their Majesties will also attend the celebrations to be held in Apia, Samoa on 1st June, to mark the 50th Anniversary of Samoa's independence, before returning to Tonga on Monday 4th June.

Tonga commemorates 2012 ANZAC Day

24 April, 2012. ANZAC day 2012 will be observed on Wednesday 25 April recalling and commemorating servicemen and women from Australia, New Zealand and Tonga who fought and died in the interests of world peace.

This year's ANZAC Day marks the 97th anniversary of the landing of Australian and New Zealand forces at Anzac Cove in 1915, at the same time as British and French forces landed further along the coast of the Gallipoli Peninsula in Turkey. This heroic but disastrous campaign resulted in a very high number of allied soldiers being killed, wounded and recorded as missing.

For both New Zealanders and Australians, 25 April has become a day of national reflection, as we pause to remember and honour men and women who have served and sacrificed in all wars, conflicts and peace operations. We share with peoples of other nationalities the loss and sacrifice and the sense of the ultimate futility of war.

To commemorate the day in Tonga, a Dawn Service on Wednesday 25 April, commencing at 5:55am sharp will be held at the Cenotaph at Pangai Si‘i. Lieutenant Bryant Richard,
Regional Commander of the Salvation Army, will be the Officiating Minister.

Members of the public are invited to attend. All those attending are asked to be seated by 5:45am. Medals may be worn.

It would be advisable to bring a torch to read the service.

Soroban National Competition 2012 & Hand-over of 1000 Soroban from ISDF

16 March, 2012. A National Soroban competition for Primary School will be held on 29th March @ Queen Salote College Hall from 9am. The participants will consist of;

i) 10% each of students selected from Classes 4 & 5 in Government Primary Schools;
ii) Students who passed the Level 7 of the Soroban Test including outer islands; and
iii) Medalists from outer islands.

The highlight of the competition:

Mrs. Sakiko Suzuki, a Junior Volunteer dispatched from JICA to CDU (Curriculum Developed Unit),said the highlight of this year's competition is that the champion of the "Written problem" will travel with a teacher [chaperone] to an Annual Soroban Camp in Japan.

This program is funded by the International Soroban Diffusion Foundation [ISDF] whose mission will be in Tonga during the competition. The group will consist of Japanese teachers and students who will demonstrate their Soroban skills and exchange Japanese culture during the completion.

The head of Mission, Mr. Masao Fuji said that "they are hoping to give stimulus to the Tongan teachers and students through their performance". They will be in Tonga for 4 days and during their trip they will visit schools and experience homestay with Tongan families. This will be a good experience for the Japanese and Tongan students to exchange culture.

On the same occasion Mr. Fuji will also hand-over more than 1000 Sorobans for students from Petani GPS and other primary schools. ISDF has previously donated Sorobans to Tonga in the past years and again Tonga will be fortunate to receive the same donation this year. Mr. Fuji said donation of Soroban has been continued for 34 years and more than 10000 Soroban were contributed to school children in Tonga

A prospect of Soroban education in Tonga:

In 1977, Soroban was first introduced to Tonga from Japanese people.

Today, it has become a part of the curriculum in Government Primary Schools in Tonga.

Additionally, MEWAC assigned Sefo Kakapu as the first local Soroban officer assigned at the Soroban Office in CDU (Curriculum Development Unit) from last year and this year Loani Tahitu'a joins him. Although it is often considered that the Soroban education should be run by Japanese people, Tongan people should take the initiative of running it.

Soroban is one of the basic skills of human being (reading, writing, arithmetic). Children can form the mathematical foundation through Soroban and it will help them understand other subjects. Unfortunately there are still some teachers who do not teach Soroban.

However Soroban is very useful for children and above all they love studying Soroban. The Soroban office believes that this competition will be a good opportunity for cultural exchange between the two countries also to notify the importance & enjoyment of Soroban all over Tonga.

 

Japan demonstrates its early recovery and supports Tonga with industrial products from Tohoku

The Government of Japan and the Government of the Kingdom of Tonga signed and exchanged notes on "Japan's Grant Aid for Provision of Industrial Products in 2011 Japanese Fiscal Year" (hereafter, "2011 NPGA"), on March 8. His Excellency Mr. Yasuo Takase, Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Tonga and Lord Tu'ivakano, Prime Minister of the Kingdom of Tonga signed and exchanged notes at the signing ceremony held at the Ministry of Foreign Affairs.

The total of Japanese Yen 250 million (equivalent to approximately 5 million Pa'anga) of non-project grant assistance aims at supporting the efforts of the Kingdom of Tonga to promote social and economic development through providing foreign currency for import of goods. Products purchased through the "2011 NPGA" are manufactured in the Tohoku Region, East part of Japan, which was affected by the Great East Japan Earthquake and Tsunamis on March 11, 2011. The Government of Japan and the Government of the Kingdom of Tonga expect to install equipments to further accelerate Tonga's efforts by supplementing Japan's existing cooperation in the Kingdom of Tonga. Products will be utilized in the health sector and the field of waste management.

The "2011 NPGA" is to demonstrate the progress of Japan's open recovery and reconstruction and the appreciation to supports extended to Japan by the People and the Government of the Kingdom of Tonga, in the aftermath of the Great East Japan Earthquake and Tsunamis as well as Japan's determined commitment to contribute to the betterment of welfare of the People in the Kingdom of Tonga and the achievement of human security.

All New Zealand Funds Accounted For

19 January, 2012. All New Zealand funds provided to Tonga's Constitutional and Electoral Reform programme have been accounted for.

An independent audit late last year found no evidence of fraud in the programme but identified poor record-keeping leading to some money being inadvertently used for other Government purposes. The balance of New Zealand funds were returned to New Zealand on 18 January.

Tongan Auditor-General Pohiva Tui'onetoa said, "I confirm that all donor money related to the Constitutional and Electoral Reform programme has been accounted for. Investigations into Government of Tonga funds will continue. "

Jonathan Austin, New Zealand High Commissioner to Tonga, said, "we are satisfied that there is no evidence of fraudulent use of New Zealand money. The Tongan authorities' investigations into the use of Government of Tonga money in the Prime Minister's Office is a matter for them."

"New Zealand's support for the CER programme was a major contributor to Tonga's successful constitutional and democratic reform process. This support assisted with Tonga's peaceful transition to democracy in its historic 2010 election."

Notes to Editors

  • New Zealand provided NZ$1,360,362 from December 2008 to June 2011 to support Tonga's democratic transition. Money was used to help the establishment of Tonga's Constitutional and Electoral Commission and its work to identify new roles for various parts of Tonga's new democracy. Money also assisted in drafting of new legislation, civic education, a public referendum, and preparations for the 2010 election.
  • In November 2010 the New Zealand High Commission met with government of Tonga officials to raise concerns regarding discrepancies in the CER programme financial reports.
  • In June 2011 the Auditor General provided the High Commission and Prime Minister's Office with a copy of his preliminary report into the financial management of CER. This report identified several discrepancies. A final report was provided on 31 October.
  • Upon receipt of this report New Zealand High Commission contracted the services of an independent auditor to further investigate the areas of concern identified in the Auditor-General's report.
  • The final report from the independent auditor was received by the NZ High Commission on 23 November 2011. Discussions with Tongan officials resulted in the return of unspent funds under the programme on 18 January 2012.
